39^th All India Police Science Congress a three-day event was organized at Guwahati in Assam from 19^th to 21^st January, 2009. It was organized to chart a roadmap and a vision for the police force across the country to meet the emerging challenges. In the changing scenario, the country’s police force need to brace themselves and the three-day deliberations were aimed to help the police bureau to come up with projects that could be implemented for improving the performance. The event also called for providing better training and motivation to police personal to fight terrorism in urban cities of the country. Moreover, this congress recommended the separation of investigation from maintenance of law and order.

The event was attended by senior police officials of the country who called for advance planning to fight urban terrorism efficiently. Mr. Upendra Giri, CEO | Founder, AstroWix, attended the congress and interacted with the senior police officials and evangelized them on the significance of best practices in Project Management and the pivotal role it can play in all their projects.
